Bullying concerns can be mishandled when schools rush to label behaviour before checking facts, or when they treat repeated intimidation as an ordinary conflict between students. A clear response procedure protects students while ensuring fairness and accurate documentation.
Purpose
This SOP provides a consistent process for receiving, assessing, investigating and responding to suspected bullying.
Immediate response
- Listen to the student calmly and take the concern seriously.
- Assess whether there is an immediate safety or safeguarding risk.
- Separate students where necessary without presenting assumptions as findings.
- Record the initial report using the student’s own words as far as practicable.
- Notify the designated pastoral or safeguarding lead.
Investigation
Gather information from relevant students, staff, witnesses and records. Consider repetition, power imbalance, intent, impact and context. Do not conduct a group confrontation as a substitute for investigation.
Parent communication
Inform parents according to the seriousness of the matter and school policy. Protect confidentiality by discussing only information that can appropriately be shared.
Action and support
Actions may include increased supervision, restorative or behavioural interventions, counselling support, consequences under school policy, safety planning and leadership escalation. The response should address both the behaviour and the conditions that allowed it to continue.
Follow-up
Check whether the behaviour has stopped and whether the affected student feels safe. Repeated concerns after apparent closure should trigger renewed review rather than automatic dismissal.

Schools should avoid two extremes: calling every disagreement bullying, or minimising repeated harmful behaviour as normal childhood conflict. The response should be evidence-led, protective and proportionate.
