An emergency is the wrong time to decide who is in charge. Fire, severe weather, security threats, medical emergencies and infrastructure failures require a school to act through predetermined roles rather than improvised instructions.
Purpose
This SOP provides a common response structure for emergencies that may require evacuation, lockdown, sheltering, medical support or controlled communication.
Core emergency roles
- Incident lead: activates the response and coordinates decisions.
- Area or floor wardens: support movement and report clearance.
- Class teachers: supervise students and account for them.
- Administration: contacts emergency services and manages records.
- Communication lead: issues approved information to families and staff.
Response procedure
- Identify the emergency and activate the appropriate alarm or notification.
- Contact emergency services when required.
- Follow the designated response: evacuate, lockdown, shelter or isolate the affected area.
- Teachers take students to the assigned safe location and conduct accountability checks.
- Report missing, injured or unaccounted persons immediately.
- Do not allow re-entry until the authorised person or emergency service declares it safe.
- Communicate with parents through one controlled channel to reduce misinformation.
Student accountability
Every emergency procedure should make it possible to determine where students are expected to be and whether anyone is missing. Schools should maintain current class lists, visitor records and transport information for this purpose.
Communication
Emergency messages should state what has happened, what the school is doing and what parents should do next. Avoid speculation and multiple unofficial messages from different staff members.
Recovery
After the immediate risk has passed, document the event, support affected students and staff, review the effectiveness of the response and update the SOP where gaps were identified.

Emergency preparedness is not measured by the thickness of the crisis manual. It is measured by whether staff can act correctly under pressure. Schools should therefore drill roles, test communication systems and review accountability procedures regularly.
